Awe!! Is he wearing a sweater?? Where was this taken?

It was taken in Washington DC, my old hometown. Outside a bar, I believe. Which may explain his sad look. Don't know why he has on a sweater. If its DC in the summer, that would also explain his expression.
It came from the flckr page for Andrew Sullivan's husband, I think.
Now that I look more closely - isn't that really a coat of chain mail that he's wearing?
